PRECIS.
Re Beaconsfield House.
During the year 1897, Mr. E.R. Belilios communicated with the Government of Hong Kong offering to lease to Government the property owned by him and known as "Beaconsfield", for the accommodation of several departments then housed in various hired offices in the City. The offer did not commend itself to Government and was refused.
Mr. Belilios then renewed his offer making certain modifications in the terms and stating that he would have the building, which was in a very dilapidated condition, put in thorough repair and adapted to the requirements of the Government.
In the course of the negotiations which followed this amended offer, Mr. Belilios instructed his Architect, Mr. Danby, to send him an estimate of the repairs and alterations required and, after Mr. Danby had visited the building in company with Mr. Chatham, the Acting Director Public Works, he sent in an estimate to Mr. Belilios stating that ordinary repairs would cost $2000 and the desired alterations, to suit Government requirements, a further sum of $4000, or $6000 in all.
